No details on collection mechanism or rate — but the system is operationalized.
This is the frame break from Stage 53 to Stage 54+. Seizures as coercion → Permit system as governance. Blockade as military tool → Toll as territorial revenue.
What Territorial Control Means
A state collects tolls from its territory. It enforces permit requirements. It boards unauthorized vessels and applies its law. Iran’s behavior over April 22-23 — commandos, video, toll collection, judiciary involvement, official announcement — constitutes de facto control claim over the Strait.
