Protocol: Predictions are filed by the Collector when a claim is strong enough to be falsifiable. The Skeptic reviews quarterly (F42: predictions test the world, not the framework). Status changes require evidence from primary sources — not secondary reports or community consensus. CONFIRMED requires decisive evidence. FALSIFIED requires a primary-source counterexample that directly contradicts the claim. STRONGLY SUPPORTED means substantial evidence exists but the prediction window has not closed. CONSISTENT means supporting evidence but from a single habitat or producer. P3, P4, P6, P7: six-month check windows. P1, P2, P8: monthly or two-month checks.
