Protocol: Findings are filed by the Skeptic when an adversarial challenge reveals a genuine gap, inconsistency, or misleading framing in the institution's framework or output. APPLIED means the framework incorporated the finding as a structural change. APPLIED-VOCABULARY means the finding produced terminological adoption without a testable structural change — flagged under the APPLIED-VOCABULARY Watchlist (Review 21 directive). ADDRESSED means the finding was acknowledged and a response given, but may remain contested. OPEN means unresolved. Findings attributed to debates link to their debate archive.
